Resident Survey

In the fall of 2009, residents in eight of Poway’s affordable housing communities completed a survey designed to learn more about the residents themselves. The response was high, with a 64% participation rate.

Connections to the City of Poway

The resident survey revealed that the overwhelming majority of affordable housing residents have close ties to Poway:

74% were born or raised in Poway, have family who currently or previously lived in Poway, or have a household member who works in Poway.

53% lived in Poway before moving into their current homes.
37% also work in Poway. This is much higher than the City of Poway’s rate of 24% for Powegians who both work and live in the city.

About the Residents

This survey, in combination with data from the U.S. Census Bureau, identified the following resident characteristics:

1,404 people live in Poway’s affordable housing communities, including 906 adults and 498 children under the age of 18.
The median household income in 2008 was $23,973.
Poway’s affordable housing residents work in diverse occupations. The majority work in the service sector, but many also work in the health industry, construction industry, education field, and many are students.
The average household size is 2.6 people. This is lower than the City of Poway’s average household size of 3.2 people. Many of the residents of Poway’s affordable housing communities are senior citizens.
Poway’s affordable housing demographics reflect the diversity of the San Diego region.

Brookview Village, Poway’s first affordable senior-housing complex, features 102 garden-style apartments in a lovely creek side setting. A number of social activities, including a monthly birthday party, weekly craft workshops and various board & card game opportunities keep residents involved in the closely-knit community. In addition, a weekly shopping van takes residents to local stores and monthly educational presentations provide entertainment and connection to community.

Los Arcos Apartments is a two-story affordable living community for residents 55 years of age and up. Selected units have special features for mobility and sensory impaired people. Features include a computer and community room, an elevator, indoor mail boxes, a secure entry access system and activity areas. There are also 53 market rate apartments located nearby in the Gateway, a 25 acre retirement community that provides four levels of care. Both communities are part of the Retirement Housing Foundation family. They are near churches, shopping, restaurants, medical facilities and a major bus route.

Oak Knoll Villas, located in southwest Poway, is the first affordable apartment community in the City of Poway to be achieved through rehabilitation. In addition to numerous sustainable design features, the renovation included new bathtubs, kitchen countertops, cabinets, and sinks, bathroom cabinets and vanities, new flooring in the kitchen and living areas, as well as a tot lot and picnic area. A new community building was also added so that residents could have access to Community HousingWorks’ Learning Communities programs, education and training.

These 33 single-family attached and detached homes are for sale through Poway’s SHOP Program to eligible first-time homebuyers. Four unique plan types are offered in three and four bedroom configurations, ranging from 1,250 -1,605 square feet. The Meadows at Metate Lane consists of 30 single family homes and The Meadows at York Avenue offers 3 single-family detached homes. Poway Housing Solutions is dedicated to helping our residents use the opportunity provided by affordable housing to build their skills, expand their knowledge, and improve their lives. Through educational programs and resident services, our goal is to help residents move up in the world, from first-time college graduates to first-time homeowners. Our affordable housing communities offer a number of asset-building and financial educational programs, as well as a range of programs designed specifically for youth and seniors.

We also encourage you to visit our volunteer section to learn about opportunities to get involved in these programs.

Youth Services

Our partners offer a number of unique programs to youth in our complexes, combining homework support with mentoring opportunities to ensure youth will move up and out of affordable housing and onto future success. Programs offered include:

Community HousingWorks:

Learning Centers
Available at all of Community HousingWork’s Poway properties, the Learning Centers offer a number of programs and resources such as afterschool tutoring, arts and crafts for youth, computers with internet access and adult education.

Junior Leaders Program
This program fosters leadership skills, team buildin, and confidence by encouraging middle and high school students to mentor the youth that attend the Learning Communities.

VALOR Scholarship
This academic scholarship provides secondary education funds for our Junior Leaders. Our scholarship fund makes the dream of college a reality for deserving young adults.

Asset-Building and Training Programs

Our non-profit partners also provide a number of training and education programs to improve resident skills to help them increase their assets. These include financial literacy training and homebuyer education:

Community HousingWorks:

Financial Fitness
Financial Fitness courses provide participants with the added skills they need to increase their financial assets. Activities include topics such as establishing financial goals, creating a budget and credit review and reports.

HomeBuyer Education
This 8-hour, HUD-certified class is offered for first-time homebuyers and qualifies graduates for reduced rates and specialized loans. Offered in English and Spanish, the class answers common homebuyer questions.

Senior-specific Programs

Crime Free Multi-Family Housing Program

With one of the lowest overall crime rates in the County, Poway is among the region’s safest places to live, and our affordable housing communities reflect these same patterns. With a priority on safety and proactive crime prevention, many of our communities play an active role in the Poway Sheriff Station’s Crime Free Multi-Family Housing Program (CFMH). This program provides our communities with tools, techniques and law enforcement support that have been proven successful in reducing crime.

Description:
We have four Learning Communities in Poway, and serve a range of children from elementary through high school. Your role as a Learning Communities Volunteer would be to help students with homework and create a learning environment that is fun. As a volunteer for Community Housing Works (CHW), we encourage you to be innovative and creative while working with our Community Building Coordinators. Our centers are special because they’re like small families within the big CHW family and we hope our volunteers will feel welcomed and at home!

Volunteer Duties and Activities:
Assisting youth with homework, one-on-one tutoring, reading to youth, arts and crafts projects, helping with the community gardens, assisting Community Building Coordinators with other duties and assisting with other various programming at the site.

Community Impact:
You will help low-income families move up in the world by providing educational support for adults and youth through afterschool assistance, workforce development, community programming and our Family Asset Building Presentations.

Requirements:
We require a Livescan clearance and every volunteer must complete paperwork and attend an orientation.

Each housing development has an independent property management company that is responsible for all rental activities and property operations. Many of our communities are currently fully occupied; however, you may be able to enter your name on a waiting list to be notified when a spot becomes available. Meet our Residents

	SOLARA has given Eddie and his son, Jeoffrey, a fresh start in life. In 2000, Eddie lost his job, his home, and became the primary parent for his son. Since that time, Eddie has been working hard to rebuild his life. With the help of affordable rent at SOLARA, finanical fitness courses, and a savings program sponsored by Community HousingWorks, Eddie is saving up to buy his own home in the near future.

	When Crystal and Cesar Lucca moved into Poway’s Park View Terrace in 2007 they were caring for two small children and were pregnant with their third. They were also heavily in debt and unsure of how to fix their financial situation. Thanks to the Family Asset Building Programs offered onsite, Crystal has improved her credit score by over 100 points, enrolled in an IDA to save for a home, and opened college saving accounts for all three of her children.

	Hamid Dadafshar and Afsaneh Shamlou were on the verge of leaving their friends and family in Poway for a more affordable home in Escondido, when they were offered the opportunity to become first-time homeowners at The Meadows in Poway. They had moved to the US to make a better life for their three children, and now all three speak English and Spanish, the youngest is off to college, and Hamid is continuing his education at Palomar College for Accounting and Administration.

	Proud new homeowner at The Meadows, Sean Cox, a firefighter who is often called away on duty, no longer has to worry about the safety of his wife and two young children. They had been considering a move to Ramona to find a home they could afford, but luckily found their way to The Meadows through Poway’s SHOP program. Living close to the support of loved ones in a home of their own is a dream come true for this young family.

	Georgia can live independently near her son and his family because of Brookview Village. She loves living close to others her age and enjoys the activities and the natural creek setting offered at Brookview. Georgia is involved with Poway’s senior community at the Weingart Senior Center and volunteers as an usher at the Performing Arts Center.

	Single mom, Joyce, is a Poway native and works as an administrative assistant at a local engineering firm. Without one of Poway’s affordable housing properties, Hillside Village, Joyce and her daughter, Jayden would have had to move away from Poway. Now Joyce can walk to work, make ends meet and Jayden can grow up in her mom’s hometown.

	When Deborah Gardenhire’s husband passed away, she was forced to work two jobs to care for her daughter, Sierra, while trying to cope with their loss. Luckily she was able to move into Poway’s Park View Terrace community, which provided her with a stable home, financial planning classes, and ultimately the opportunity to save money and buy her first house.
